ACCESS CAN RETURN WITHOUT NORMALIZATION
A deal over the Strait of Hormuz may be getting closer.
But that does not mean normal commercial access is returning.
Iran says an arrangement with Oman is near while also making clear that the agreement itself would not automatically reopen the waterway.

Who can use it, under what rules, and at what cost?
