A manufacturer can create a second supply chain. But duplication sacrifices efficiency and consumes capital.
The world is becoming more resilient physically while resilience itself becomes more expensive financially.
Europe shows the gap
European gas storage continued rising and reached roughly 72%.
Yet euro-area inflation accelerated again.
This is not a contradiction.
Physical supply can recover before delivered costs decline. Delivered costs can decline before households see lower bills.
Different parts of the system operate on different clocks.
Our base case
For the next 7–30 days, our central scenario is High-Cost Stabilization — 44%.
The system continues functioning. Acute shortages remain contained. But energy, logistics, insurance and financing remain expensive.
A further 30% probability is assigned to a Financial Conditions Squeeze, where borrowing costs become the dominant constraint.
The decision
Don't ask only whether conditions are improving.
Ask where they are improving.
If oil falls but financing remains expensive, the constraint has moved.
If gas storage rises but household energy bills remain high, the constraint has moved.
If shipping resumes but insurance remains expensive, the constraint has moved.
That is the central signal from Week 40.
The world is learning how to absorb disruption. The next question is how much it can afford to pay for that resilience.
